Do you know of Mr. Edwin Oldfather Reischauer? He was the former American ambassador to Japan. When he was in office in 1964, he was assaulted by a young Japanese man who was suffering from schizophrenia. This incident persuaded the Japanese government to isolate people with mental problems, and they were confined into hospitals and nursery institutions. That's why we didn't see any peculiar people in the streets.
Mr. Reischauer got hepatitis due to a blood transfusion at that time. It led the Japanese authority to change its medical policy on blood transfusions. Besides, it became a cue for the thorough research of hepatitis.
Nothing is improved until something bad happens. It's one of the Japanese faults.
